Create and change a workforce rule
Set a rule's scope and dates, review its first requirement, and distinguish policy changes from corrections.

Begin with a requirement you can describe clearly: what to measure, where it applies, the dates, and the minimum or maximum to meet. Then choose what an unmet requirement should do at submission, approval, and application. A later policy change needs its own effective date; a correction repairs information that was entered incorrectly.
Before you begin
You need Manage workforce rules and View positions for the rule’s departments and dates. Financial rules also require the appropriate View labor budgets or View actual compensation access. Organization-wide rules require access to All departments.
Create the rule and its first requirement
- Open Workforce rules and choose Add workforce rule at the top of the page.
- Enter a name that describes the requirement. Select Budget to include an FTE or dollar target in budget comparisons. Choose a department. Leave it blank for an organization-wide rule.
- Enter the rule’s start date and exclusive end date. Choose Continue to requirement.
- Set the first effective date to the rule’s start date. Select the staffing or financial Measure.
- Choose the Condition, either At least or At most, and enter one Target. Use separate rules for a minimum and a maximum.
- Optionally restrict the rule to one job code.
- Choose the records to check and separate responses On submission, On approval, and On application: Information only, Warn and allow, Block action, or Allow with warning if improving. An improvement must reduce an existing excess or shortfall without worsening another checked interval.
- Choose Review requirement, read the summary and selected values, then Save requirement. Use Check rules to try it against the intended records and dates.
Job-code restrictions are limited to the rule’s permitted scope and dates. A code can remain useful for matching historical records after it is retired from new assignments. Changing the measure can require different access, especially for budget or compensation. Review any selection error before saving; rule management does not grant catalog administration.
A rule whose details are saved without a requirement shows Setup incomplete. Use Add first requirement to finish it. Such a rule has no requirement to evaluate yet.
Change policy or correct an error
Use Add requirement change for a real policy change from a new effective date. Earlier requirements remain in the history. For example, add a July requirement when the minimum staffing increases in July.
Use Correct requirement only when the recorded information was wrong. A correction can affect new checks of historical dates. It does not rewrite saved results or the policy captured for an earlier review.
To stop checks from a date, add a requirement change with Check this rule from this date turned off. Available for selection only controls future selection; making a rule unavailable does not stop its checks.
The rule’s scope and start/end dates stay fixed after creation. Create another rule when those need to change. Names, descriptions, the Budget designation, and selection availability can be corrected through Correct rule details.
Financial period limits
Choose Total for rule period for a cap on a complete budget period. The check prorates annual financial values over the rule’s period. That rule has one requirement starting on its first day. Create a separate rule for the next budget period; correct the existing requirement only to fix recorded information.
Use Every applicable interval when you want the amount checked at each applicable interval instead. These are different questions and can give different results. See the budget example.
Import several rules
Choose Import rules at the top of the rules page. A Create import saves each rule with its first requirement. Use the current template and review the complete policy before importing. See Import workforce rules.
