Overview

Creating a position can be blocked by access, the draft allowance, unavailable setup choices, or missing required information. Submitting an active new position can also be blocked when the organization has no paid positions available.

Creating a draft and reserving a paid position place are separate checks.

Create action is missing

Confirm:

  1. You are in the intended organization.
  2. You have Manage positions for the department you intend to use.
  3. Your membership is active.
  4. The organization has available departments and job codes for the effective date.
  5. You are using the Positions area, not a report or read-only request page.

Ask someone who can manage user access to review your current permissions and department access.

Draft allowance is full

The organization has a separate allowance for open drafts. Drafts with current working values and drafts in active requests use it.

When it is full:

  • You cannot create or copy another draft.
  • Existing drafts remain editable.
  • An eligible never-submitted draft can be discarded.
  • An existing draft can still be submitted when a paid position is available.

Review open drafts. Complete useful work, or discard only a never-submitted unreferenced draft that should not be kept. Do not discard reviewed history merely to create room; submitted drafts cannot be discarded.

The paid position limit is full

Submitting a New position request whose planned approved status counts as active requires an unreserved paid position place.

The following do not count as paid active positions:

  • Archived positions.
  • Positions whose current approved status does not count as active.
  • Drafts that have never been approved.

A request reserves its place until approval, denial, invalidation, or cancellation. Review active new-position requests before changing the subscription or cancelling valid work.

Required setup is missing

For the effective date, confirm:

  • The department is available for new positions.
  • The job code is available in that department.
  • Required position fields have active choices.
  • FTE choices are available.
  • Reports-to choices are valid when required.
  • Funding choices exist when funding is required.

Enter the effective date first, then department, then job code. Changing an earlier choice clears dependent choices.

Required information is incomplete

By the first date a new position counts as active, it needs:

  • Department.
  • Job code.
  • FTE.
  • A position base pay rate of zero or greater.
  • Every required organization field.

A job code pay rate is only a suggestion. Enter the position base pay rate explicitly.

Copy action is unavailable

Copy to new draft requires an approved active source position, appropriate access to the new department, and room in the draft allowance.

View sensitive workforce data for both the original and new departments controls whether the pay can be copied. The external position ID, assignments, comments, requests, and history are never copied.

Submission is blocked

If the draft exists but cannot be submitted, also check:

  • A required approval stage has an eligible approver.
  • The requester is not the only eligible approver.
  • The draft has no conflicting active request.
  • A paid position is available.
  • Effective dates do not make the position active before required details begin.

When to contact Support

Include the organization, draft or source position number, intended effective date, exact message, and whether creating, copying, or submitting failed. Do not include protected pay details in regular email.
