A workforce plan is a shared place to propose staffing, position, budget, and pay changes before making them official. Open Plans to create or revisit one. Use separate plans for alternatives such as a 3% or 5% pay review.

Before you begin

You need Manage plans for the plan’s complete department scope. Position, employee, budget, and compensation access still apply separately. Applying changes also requires Apply plan changes, permission to manage each affected record on the relevant dates, and a business reason.

Who can manage a plan

Your organization assigns planning permissions through access roles and department coverage. Ask your administrator for access to the departments and information you need to plan.

Create the workforce plan

  1. Open Plans and choose Create plan.
  2. Give the plan a clear name, such as October hiring.
  3. Choose Start date and Through date. Both dates are included.
  4. Select the department scope.
  5. Save, then wait for the starting calculation.
  6. Check the dates and Current baseline on Overview, then open Changes and choose Add change.

Missing financial information is unavailable, not zero.

Understand approved information

Current baseline contains official information across the plan’s dates. Planned outcome adds remaining planned changes. Remaining difference is the outcome minus the baseline.

Official changes refresh active plans automatically. While a refresh is running, the last complete baseline and outcome stay together and are identified as older figures. Wait for current results before relying on the new totals.

A suspended position can retain its recorded size while contributing no active FTE during suspension. Position capacity and employee assignments are separate measures.

Use the planning workspace

Overview shows the baseline, planned outcome, and calculation status. Changes contains the change list, filters, and actions to add, edit, review, and apply changes. Compare shows another compatible alternative. Issues shows problems affecting this plan’s results. Conversations holds discussion. Copy and Archive are occasional page actions. Open Activity history using the clock beside the page actions.

On Changes, compare Current baseline and Proposed for each effective date. Difference shows the amount and percentage change when both values use the same basis. Pay descriptions appear once when unchanged; a change of pay basis keeps both descriptions visible. A percentage is omitted when the baseline is zero. Related changes stay together for selection and review. Applied changes show Before application and Applied value from the saved application.

Saving a change updates the planned calculation immediately. If someone saves first, review the newer work before saving your preserved input again. Use another plan to explore a different alternative.

When approved information changes

The baseline refreshes automatically after official edits, including successful applications. Applied changes remain in the list and are not added to the outcome twice. An exact match made elsewhere can be marked Already official; conflicts require attention.

Original review values, approval decisions, and application records remain attached to the reviewed work. Archived plans stop updating.

If preparation stops

Read the status on Overview and use its offered recovery action after resolving the issue. A delayed calculation does not mean you should apply a change again. Contact support with the plan link and message if preparation repeatedly stops.

Optional practice: start a yearly pay plan

Use prepared practice records. Complete the position, salary, and benefits setup, then create 2027 pay review for Outpatient Services, from January 1 through December 31, 2027.
