A workforce plan lets you answer “what if?” before changing official staffing or pay. Its current baseline follows official information. The planned outcome adds only the changes that still remain to be made.

Workforce plans are included in Workforce Planning. Your access to positions, employees, budgets, and compensation determines what you can see. Preparing a proposal does not grant permission to make it official.

Move from a question to a decision

  1. Create a plan for the relevant departments and dates.
  2. Check Current baseline, Planned outcome, and Remaining difference on Overview.
  3. Open Changes and choose Add change. Saving updates the planned outcome without changing official records.
  4. Choose Review & apply on a change, or check several rows and choose Review selected changes.
  5. Review every selected change, date, required companion, and affected approval request.
  6. Enter the required reason and apply the exact reviewed work with the appropriate permissions. Acknowledge any recorded rejection identified by the confirmation.
  7. Check applied changes on Changes and refreshed totals on Overview. The baseline includes applied work, and only remaining planned changes contribute to the difference.

A change can contain several fields or dated actions, such as a hire with pay or a pause and return. Required parts stay together. An authorized administrator applies selected changes directly with a reason and the appropriate authority for every affected record. A plan has no overall Approved status and does not create approval requests in bulk.

Follow the moving baseline

Suppose the current baseline is 100 and two independent planned changes add 10 and 5. The outcome is 115 and the remaining difference is 15. After the first change is applied and results refresh, the baseline is 110, the outcome is 115, and the remaining difference is 5. After both apply, baseline and outcome are 115.

A zero remaining difference means no further effect remains to apply. It does not erase what the plan achieved: the Applied rows open the recorded applications and their original values.

Official changes from other plans or ordinary record pages also refresh an active plan. An exact proposed change already made elsewhere is Already official, without claiming it was applied from this plan. Conflicting information needs review. Archived plans and recorded application evidence stay unchanged.

Approval and application

Successful application makes selected changes official with their stated effective dates. Future-dated changes need not alter today’s values. To obtain ordinary departmental approval for one position instead, use Create approval request beside that position and review the prefilled form before submitting. Active requests and the effects of an overlapping application are shown before application.

One application saves the entire reviewed set together or applies none of it. You can apply separate independent changes at different times. See Review and apply plan changes.
